Director of NERC Compliance

About INS Engineering

Founded in 2018 and headquartered in Austin, Texas, INS Engineering is a privately held power systems engineering firm with offices in Houston and Albany, New York. We help utilities, developers, grid operators and data center teams connect new generation, energy storage and large loads to the grid, from studies through commissioning, across all major U.S. power markets.

Our work has supported projects like a 400 MW / 1 GWh battery storage facility in Texas and a 100 MW solar project in Ohio. We’re a growing, remote team that regularly gets together in person, guided by three values: Reliability, Innovation and Commitment. Our senior engineers mentor the next generation, and we stay with clients from kickoff to commissioning.

The Role INS is building a technically grounded NERC compliance practice for renewable generation owners, utilities and other power-sector clients. This director-level role sits where compliance and power engineering meet.

You'll stay hands-on with compliance evidence and technical reviews at first, while developing client programs, a team of engineers and compliance professionals, operational processes and a growth strategy for the service line.

What You'll Do

Lead technical compliance

  • Lead or personally review NERC compliance assessments, procedures, evidence packages and audit-readiness materials.
  • Translate NERC CIP and Operations & Planning (O&P) obligations into electrical systems, protection and control, one-lines, network diagrams and auditable technical evidence.
  • Identify technical and compliance gaps and direct practical corrective actions with engineering and client teams.
Build programs and delivery
  • Develop or materially improve Generator Owner/Generator Operator (GO/GOP) compliance programs, registration readiness, procedures, evidence packages and technical workflows.
  • Lead multi-client program oversight, including action owners, status, milestones and quality assurance.
  • Support technical work personally while the team grows, then establish repeatable delivery standards.
Lead growth and relationships
  • Build trusted client relationships and represent INS in high-stakes compliance discussions.
  • Hire and mentor NERC compliance and engineering talent, building leadership and delivery depth.
  • Partner with executive and engineering leadership on proposals, service-line strategy and business development.
What You Bring

Required

  • Bachelor's degree in Electrical Engineering or a related technical discipline, or a directly equivalent power-industry background.
  • Hands-on power engineering, protection, generation, transmission or closely related technical work before or alongside compliance leadership.
  • Personal, hands-on technical NERC compliance work, including reviewing evidence and audit packages, driving corrective actions and supporting registered-entity GO/GOP programs.
  • Ability to interpret electrical one-lines (BES scope and applicability), protection, relay, RTAC and SCADA information, and network diagrams (CIP asset boundaries), and to evaluate technical evidence against compliance obligations.
  • Working knowledge of both NERC CIP (notably CIP-002/003) and GO/GOP O&P compliance, with meaningful experience across applicable standards such as PRC, MOD, FAC, BAL, EOP, VAR, TPL or TOP.
  • Leadership progression with direct client program ownership and the ability to build a technical team or service line.
Nice to have
  • Deep experience with PRC, MOD, FAC and CIP-002/003 compliance for renewable or BESS Generator Owners.
  • End-to-end experience establishing registration and GO/GOP compliance readiness for a new generation project.
  • Existing power or renewable-sector client relationships and practice-building experience.
Tools you'll use NERC standards and registered-entity evidence systems; substation one-lines, protection and control, and network diagrams; client documentation and trackers. Don't check every box? If you meet most of the requirements and this role excites you, we encourage you to apply.

What Success Looks Like

  • First 30 days: You've met INS leadership, the engineering leads and key clients, and built an inventory of active client programs and the NERC CIP and O&P standards in scope for each.
  • 60 days: You're personally reviewing evidence packages, one-lines and network diagrams against those standards, you've identified the highest-priority technical and compliance gaps, and corrective actions have clear owners.
  • 90 days: You've assessed the current technical compliance portfolio, evidence quality and key client risks, and set audit-readiness priorities and a consistent evidence program for each client.
  • 6 months: You own hands-on client programs and have built systematic evidence, technical QA/QC and team workflows.
  • 12 months: You've established a credible technical NERC compliance practice with a growing team and repeatable client delivery.
Where You'll Work This is a remote role based in the United States. You'll collaborate with INS engineering and client teams across locations, with periodic client and project travel. Life at INS We hire good people, give them the tools and support they need, and trust them to do great work, with no micromanagement. Your ideas are heard and your contributions are recognized. We work remotely and make time to reconnect in person at team gatherings, where families are welcome too.
